order to speed up the manufacture of Government furniture extra labour is necessary in the Furniture Section and a number of watchmen are required for sand depots as a considerable demand for sand is anticipated for building purposes during the year. As this only represents a passing phase it has been considered desirable to make such provision under a "Temporary Staff" block voto. If such temporary appointments are shown in detail in the Estimates there is a tendency for them to be retained permanently. not increase under Personal Emoluments is $61,908.
Other Chargos
The
Provision has been mado departmentally for Advertising, Books and Publications, Cleaning of Officos, Newspapers and Periodicals, Office Equipment and Furniture. An increase under sub-head 6, Fuel, Light and Power of $1,500 has proved necessary. A large apparent increase of $15,800 under Maintenance of Plant and Equipment has been provided for but this includes the former sub-head Maintenance of Stores ($10,000) which has been deleted. There are also reductions under the Maintenance of Equipment sub-head under Furniture and Sand Monopoly totalling 4,500.
A now sub-head ($9,000) Maintenance of Typewriters and Calculating Machines has been included. Formerly this was provided for under Miscellaneous Services and the work was undertaken by outside firms. It has been found that considerable economy can be effected by carrying out the work by direct labour. The Upkeep of Motor Vehicles has been provided for departmentally and reductions totalling $141,640 have been effected under Incidental Expenses, Stationery, Travelling Expenses and Transport of Stores. A reduction of one million dollars has been made in the sub-head "Furntiure" but the sub-head "Collection and Storage of Sand" shows an increase of $375,000. A considerable demand for sand for building purposes is anticipated during the coming year and all expenditure will be balanced by revenue. The not decrease on Other Charges is $712,880.

Personal Emoluments
Two Class II S.C. & A. posts have been rostored as the holders have now returned from leave and one Class II (local section) post has been trasferred from the Public Works Department. The reduction in the numbers of J.C.S. clerks is offset by the inclusion of temporary clerks in the temporary staff vote which provides for a considerable increase in clerks to cope with arrears of work in connection with claims, pay of A.R.P. personnel, Volunteer pensions etc. The restoration of records also involves considerable
